The Biden Administration Is in Violation of the US Policy About the Conventional Arms Transfer to Israel
December 8, 2023
Editor's Note:
The continuous transfer of U.S. conventional arms to Israel, despite the continuous Israeli genocidal air strikes and war crimes against the 2.3 millions of Palestinian civilians in Gaza Strip, is evidence that the Biden administration is in violation of the U.S. policy about the conventional arms transfer, particularly Section 4 of the Memorandum on US Conventional Arms Transfer Policy (attached below).
*** Here are some statistics, which show the Israeli war crimes against humanity, during the current Israeli genocidal war on Gaza:
***
By December 7, 2023, the initial death toll of Palestinians who have been killed by the Israeli genocidal war on Gaza Strop is 24,177+.
This includes the accounted for deaths (17,177) and those who are still missing under the rubble (7,000+).
This death toll included 6,500+ children and 4,500+ women.
The documented injuries exceeded 46,000.
In addition, there was a complete destruction of 50,000+ housing units, and 300,000+ damaged housing units. This forced about 1.5 million people to become homeless, taking refuge in crowded UN schools and ultimately sleeping in the streets.
The Israeli refusal to allow international aid caravans to enter Gaza freely led the Palestinian population to be on the verge of mass extermination for the lack of food, water, medicine, and fuel.
By December 6, 2023, 290 health personnel were killed and hundreds were injured, 102 ambulances were destroyed while on duty, killing and injuring their crews, and destroyed 56 health institutions. As a result of the strikes and lack of fuel, 26 hospitals and 46 primary care centers are not functioning.
By December 7, 2023, there were 265 Palestinians who were killed, 3,214+ who were injured, and 3,646 who were abducted by Israeli occupation forces in the West Bank.

Sec. 4. Arms Transfers and Human Rights.
United States national security is strengthened by greater respect
worldwide for human rights and international law, including
international humanitarian law. The legitimacy of and public
support for arms transfers among the populations of both the United
States and recipient nations depends on the
protection of civilians from harm, and the
United States distinguishes itself from other potential sources of arms
transfers by elevating the importance of protecting civilians.
Strong United States human rights and security sector governance
standards for arms transfers — in addition to ensuring compliance with
end-use requirements and providing human rights and international
humanitarian law training, as appropriate — encourage recipient
governments to respect international law, human rights, and good
governance, and help prevent violations of human rights or international
humanitarian law. These United States standards can serve as a
model for other countries’ policies on the responsible international
transfer of conventional arms. The United States will work
bilaterally and multilaterally to assist other suppliers in developing
responsible arms transfer policies.
