"Captain Ibrahim Traoré must not betray this small dose of trust, this tiny hope that the people have placed in him." Here is in essence the motive of the press conference of the movement "I refuse", this Wednesday, October 12, 2022 in Ouagadougou.

The movement calls on the President of Faso, Ibrahim Traoré, to be wary of citizens carrying "the primacy of the belly". This, with the aim of focusing exclusively on the liberation of Burkina Faso. "There are many things that we hear that would follow the negotiations within the army for power. But if they are proven, it is because our situation is more than serious, "says Oscar Séraphin Ky, coordinator of the movement "I refuse".

Before affirming that political power is not the thing of the military. That time is over, he says. For him, Captain Ibrahim Traoré must necessarily finish what he came for. To do this, the movement calls on the army to a general collective surge in support of Ibrahim Traoré.

Regarding the convening of the national conference in the coming days, the movement asks itself the following question: "Who are the living forces? Are these the same ones that were summoned by the previous power without adding value to our situation? ».

This conference is being held on the eve of the national conference scheduled for 14 and 15 October. It is part of a citizen watch dynamic. This, in order to refuse that the fate of the Burkinabe people be entrusted to the incapable, says Oscar Séraphin Ky.

"The first statements of the captain and his elements are largely what the Burkinabe people aspire to," the movement said.

The movement is for freedom of cooperation

People must show patriotism and respect the will of the Burkinabe people, he said. To hear it, everything begins with the people and ends with the people: the alpha and omega, the beginning and the end of all political power.

The "I refuse" movement says it is in favour of freedom of cooperation and diversification of partners on all levels. As long as it is part of a vision of win-win partnership.

In addition, the UNDD praised the saving role played by religious and customary leaders in reaching an agreement between the different parties during the events.

TRANSITION IN BURKINA FASO: ECOWAS ENVOYS SATISFIED WITH EXCHANGES WITH CAPTAIN IBRAHIM TRAORÉ

The delegation of the Economic Community of West African States (ECOWAS) on a fact-finding mission to Ouagadougou on Tuesday expressed its satisfaction with the exchanges it had with the President of the Patriotic Movement for Safeguarding and Restoration (MPSR), Captain Ibrahim Traoré. 

Dispatched by the current Chairman of ECOWAS, Umaru Sissoco Embalo, following the change in the leadership of Burkina Faso on 30 September, the delegation held talks with the Chairman of the MPSR, Captain Ibrahim Traoré, and leaders of the religious and customary communities of our country.

"We had the opportunity to salute the extremely positive role that the religious and customary authorities have played in reaching a way out of the crisis, in renewing the thread of dialogue; this role has been important, this role has been decisive," said former Niger President Mahamadou Issoufou in the final communiqué at the end of the various meetings.

According to the ECOWAS Mediator, the delegation had frank and in-depth exchanges with Captain Ibrahim Traoré. On this occasion, "I recalled the commitment of ECOWAS alongside the Burkinabe people so that the Burkinabe people succeed in the Transition that is underway," he said. In this regard, the former President of Niger recalled that the work will continue with the support and accompaniment of the sub-regional organization.

"I am totally satisfied with the interview I had with Captain Traoré. We leave confident and we will report on our mission to the current Chairman of ECOWAS and the Heads of State," said Mahamadou Issoufou while reassuring that ECOWAS will continue to accompany the Burkinabe people in this difficult period.

Before leaving, the ECOWAS mediator for Burkina Faso "thanked Captain Ibrahim Traoré and the authorities of our country for the fraternal and very warm welcome that was reserved for the delegation".

The national conference for the adoption of a new charter and the appointment of the president of the transition as announced carry crisogenic seeds as the weaknesses are legion both in terms of format and content. It is the conviction of the Alliance Together for Faso that can be explained through these lines.

The day after his seizure of power, Captain Ibrahim TRAORE announced, during his various statements and interviews, the holding as soon as possible of inclusive national meetings, bringing together representatives of all socio-professional, political, customary and religious layers of the country with a view to drafting a new charter of the transition and the appointment of the president of the transition. After having read Decree No. 2022-002/MPSR/PRES, convening the national conference on 14 and 15 October 2022, we have taken note of it.

This summons is at first sight a confirmation of the respect of the word given by the officer of the Burkinabe army. However, it must be noted that the format and content of the meeting leave much to be desired.

As a reminder, our country is at a pivotal time in its history and its very existence is now compromised because of the security crisis that has hit it for more than seven years. To this crisis must be added the untimely interference of the army in political life, which is not likely to improve the already very worrying situation. There is therefore an urgent need to find ways and means to ensure a peaceful and successful transition, a necessary condition for reversing the balance of power in favour of the SDF on the security and humanitarian front. In this respect, the announced meetings are of the greatest importance because we no longer have the right to make mistakes.

However, as announced, the national conferences carry crisogenic germs as weaknesses are legion both in terms of format and content.

On the format of the seats

With regard to the format, we note a high risk that the meeting will turn into a fool's fair where people sit who have no proven legitimacy to speak on behalf of our fellow citizens. This is true not only for political parties but also for the regions, the MPSR and civil society.

For the case of political parties, it should be noted that since the coup d'état of 24 January 2022 which called into question the order that emerged from the 2020 elections, the notions of presidential majority and political opposition have become obsolete. There is therefore no legitimacy attached to the notions of ex APMP, ex CFOP, ONA and Other political parties. Moreover, the proposed distribution in no way reflects the current national political representativeness. We do not know the criteria that prevailed in the proposed choice, but its obvious arbitrariness is a serious breach of the credit and hope that the entire people have for these foundations from the point of view of their representativeness and therefore their legitimacy. The definite consequence of this scheme will undoubtedly be the exclusion of a large part of the political class that today carries the legitimate aspirations of our people.

As for the MPSR, it remains a nebula whose composition the Burkinabe people have not known since January 24, 2022. It is important that the people of Burkina Faso know who governs them. It is therefore necessary to give the composition of the MPSR before the meeting as a guarantee of transparency in the management of public affairs.

With regard to CSOs, it is not yet clear what criteria have governed the invitations that are currently circulating. Everything suggests that, as at the previous meetings, "birds of the sky that do not cultivate and eat" will be invited to the meeting instead of the most representative organizations.

With regard to the living forces of the regions, as was noted when the representatives to the ALT were appointed, there will be no objective criterion for designating the regional driving forces. Their choice will therefore be guided by arbitrariness, anything that will rub off on the credibility of the foundations and therefore on the legitimacy of its decisions.

The content of the meeting

With regard to the substance, it appears that the mission of the conference is to adopt the charter, to appoint the President of the Transition and to collect proposals for a smooth running of the transition. It is too light for a body that must decide the life of the nation.

After the coup, our country already has a de facto regime that runs the country. So there is no reason to rush to the abyss. It is therefore necessary to give ourselves the time and the means to do things correctly to put the country definitively on the path of hope.

Our call

In view of the above, and taking national and international opinion as a witness, we call on the moral authorities and the people of Burkina Faso to be responsible and vigilant so as not to miss this decisive turning point for our common history.

We then question Captain Traoré Ibrahim on his personal responsibility not to disappoint the hope that disillusioned and lacking youth has placed in him.

In view of the above, we call on Captain Traoré to postpone even two weeks the national conference for a better organization. This period of time will allow him to meet all the driving forces to present his vision of the transition. This step is important to feed the proposals that will have to be made during the foundations for a successful transition.

It will then elaborate a working document that will serve as a basis for discussion by the participants and give a more consensual content. Finally, this postponement will also make it possible to review the format of the conference to ensure greater representativeness of the participants who will have to have a minimum of legitimacy for the decisions taken to be as much.
