1,600 Civilians Killed by US-Led Coalition in Syrian City of Raqqa, Russian and Regime Forces Kill Scores of Syrians Daily

Syria: Unprecedented investigation reveals US-led Coalition killed more than 1,600 civilians in Raqqa ‘death trap’

The US-led military Coalition must end almost two years of denial about the massive civilian death toll and destruction it unleashed in the Syrian city of Raqqa, Amnesty International and Airwars said today as they launched a new data project on the offensive to oust the armed group calling itself “Islamic State” (IS). The interactive website, Rhetoric versus Reality: How the ‘most precise air campaign in history’ left Raqqa the most destroyed city in modern times, is the most comprehensive investigation into civilian deaths in a modern conflict. Collating almost two years of investigations, it gives a brutally vivid account of more than 1,600 civilian lives lost as a direct result of thousands of US, UK and French air strikes and tens of thousands of US artillery strikes in the Coalition’s military campaign in Raqqa from June to October 2017. By the time the offensive began, the IS had ruled Raqqa for almost four years. It had perpetrated war crimes and crimes against humanity, torturing or killing anyone who dared oppose it. Amnesty International previously documented how IS used civilians as human shields, mined exit routes, set up checkpoints to restrict movement, and shot at those trying to flee.

Thousands of civilians were killed or injured in the US-led Coalition’s offensive to rid Raqqa of IS, whose snipers and mines had turned the city into a death trap. Many of the air bombardments were inaccurate and tens of thousands of artillery strikes were indiscriminate, so it is no surprise they killed and injured many hundreds of civilians. Amnesty International and Airwars have collated and cross-referenced multiple data streams for this investigation.  On four visits since the battle was still raging, Amnesty International researchers spent a total of around two months on the ground in Raqqa, carrying out site investigations at more than 200 strike locations and interviewing more than 400 witnesses and survivors. Amnesty International’s innovative “Strike Trackers” project also identified when each of the more than 11,000 destroyed buildings in Raqqa was hit. More than 3,000 digital activists in 124 countries took part, analyzing a total of more than 2 million satellite image frames. The organization’s Digital Verification Corps, based at six universities around the world, analyzed and authenticated video footage captured during the battle. Airwars and Amnesty International researchers analyzed open-source evidence, both in real-time and after the battle – including thousands of social media posts and other material – to build a database of more than 1,600 civilians reportedly killed in Coalition strikes. The organizations have gathered names for more than 1,000 of the victims; Amnesty International has directly verified 641 of those on the ground in Raqqa, and there are very strong multiple source reports for the rest. Both organizations have frequently shared their findings with the US-led military Coalition and with the US, UK and French governments. As a result, the Coalition has admitted responsibility for killing 159 civilians – around 10% of the total number reported – but it has routinely dismissed the remainder as “non-credible.” However, to date the Coalition has failed to adequately probe civilian casualty reports or to interview witnesses and survivors, admitting it does not carry out site investigations.

Bringing cases to life

Rhetoric versus Reality brings to life the stories of families who lived and died in the war by taking users on a journey through the city; meeting survivors, hearing their testimonies and visiting their destroyed homes. From the bombed-out bridges spanning the Euphrates to the largely demolished old city near the central stadium, no neighbourhood was spared. Developed with Holoscribe’s creative team, the interactive website combines  photographs, videos, 360-degree immersive experiences, satellite imagery, maps and data visualizations to highlight the cases and journeys of civilians caught under the Coalition’s bombardment. Users can also explore data on civilians who were killed, many of them after having fled from place to place across the city.

Entire city blocks flattened 

Raqqa’s soaring civilian death toll is unsurprising given the Coalition’s relentless barrage of munitions that were inaccurate to the point of being indiscriminate when used near civilians.  One US military official boasted about firing 30,000 artillery rounds during the campaign – the equivalent of a strike every six minutes, for four months straight – surpassing the amount of artillery used in any conflict since the Viet Nam war. With a margin of error of more than 100 metres, unguided artillery is notoriously imprecise and its use in populated areas constitutes indiscriminate attacks. One of the first neighbourhoods to be targeted was Dara’iya, a low-rise, poorer district in western Raqqa. In a ramshackle, half-destroyed house, Fatima, nine years old at the time, described how she lost three of her siblings and her mother, Aziza, when the Coalition rained volleys of artillery shells down on their neighbourhood on the morning of 10 June 2017. They were among 16 civilians killed on that street on that day alone. Fatima lost her right leg and her left leg was badly injured. She now uses a wheelchair donated by an NGO to get around and her only wish is to go to school.

Families wiped out in an instant

US, UK and French forces also launched thousands of air strikes into civilian neighbourhoods, scores of which resulted in mass civilian casualties.  In one tragic incident, a Coalition air strike destroyed an entire five-storey residential building near Maari school in the central Harat al-Badu neighbourhood in the early evening of 25 September 2017. Four families were sheltering in the basement at the time. Almost all of them – at least 32 civilians, including 20 children – were killed. A week later, a further 27 civilians – including many relatives of those killed in the earlier strike – were also killed when an air strike destroyed a nearby building. “Planes were bombing and rockets were falling 24 hours a day, and there were IS snipers everywhere. You just couldn’t breathe,” one survivor of the 25 September strike, Ayat Mohammed Jasem, told a TV crew when she returned to her destroyed home more than a year later. “I saw my son die, burnt in the rubble in front of me. I’ve lost everyone who was dear to me. My four children, my husband, my mother, my sister, my whole family. Wasn’t the goal to free the civilians? They were supposed to save us, to save our children.”

About 50 casualties and injuries of the regime forces and militiamen loyal to them in attacks by jihadi groups south Aleppo

The Syrian Observatory for Human Rights monitored after midnight of yesterday 2 simultaneous infiltration attacks by the jihadi groups, in Zammar and Khan Tuman areas in the southern and southwestern countryside of Aleppo within the demilitarized area, against positions of the regime forces in both areas, and in the details obtained by the Syrian Observatory for Human Rights.

Tthe first attack was carried out by Hurras al-Dien faction of “Wa Harred al-Mu’minin which formerly used to belong to Hayyaat Tahrir al-Sham, against positions of the regime forces in areas of Zammar and Harish in the southern countryside of Aleppo, accompanied by exchange of shelling between both parties, in conjunction with a second attack by infiltrators of Jaysh Omar Ibn al-Khattab of Hayyaat Tahrir al-Sham, against positions of the regime forces in Khan Tuman area in the southwestern countryside of Aleppo, where clashes took place between both parties in conjunction with exchange of targeting by machineguns, amid aerial bombardment on the clash areas, where the attacks killed 17 members of the regime forces and militiamen loyal to them, and injured about 30 others, in addition to killing 8 members of the factions of Hurras al-Dien and Jaysh Omar Ibn al-Khattab, raising to 725, the number of people who were killed since Erdogan – Putin agreement, they are: 354 civilians including 112 children and 78 women.

Tthey were killed in shelling by the regime forces and the militiamen loyal to them, targeting, and bombardment by warplanes, and among them there are 28 people including 6 children and 5 women, were killed in the fall of shells launched by the factions, and 139 fighters were killed in deferent circumstances within the demilitarized area since Putin – Erdogan agreement, including 60 of the “Jihadi” fighters and 23 fighters of Jaysh al-Izza, who were killed in ambushes and clashes including a commander at least, they were killed in ambushes and attack by the regime forces in the northern countryside of Hama, and 224 members of the regime forces and the militiamen loyal to them.

The Syrian Observatory for Human Rights published on the 24th of April 2019 that the Jihadi groups and factions continue their activities in the demilitarized area of Putin – Erdogan, whose presence is supposed to be terminated months ago, but the jihadis have not only refused to withdraw, they are also carrying out their military activity in several places of the demilitarized area, where the Syrian Observatory for Human Rights monitored a new operation by a “jihadi” group in Sahl al-Ghab at the northwestern countryside of Hama.

T+he details obtained by the Syrian Observatory: one of the independent jihadi groups which formerly used to be in the ranks of Hayyaat Tahrir al-Sham, at dawn on Wednesday the 24th of April, carried out an infiltration operation against the regime forces’ sites in al-Hakura at Sahl al-Ghab, and the operation took place after the group infiltrated through Orontes River (aka Assi River), but it is not known if they crossed the river with boats or on a bridge previously detonated, after which clashes took place against members of the regime forces and militiamen loyal to them, accompanied by the one of the attackers detonating himself suing an explosive belt, and the Syrian Observatory documented casualties in the ranks of both parties, where at least 6 members of the regime forces and militiamen loyal to them were killed and 3 of the attackers were also killed including the member who blew himself up with an explosive belt, and the death toll is expected to rise because there are some people in critical situation, in addition to information about other casualties.

The Syrian Observatory for Human Rights monitored the renewed bombardment today evening, Friday the 26th of April 2019, on areas in both Hama and Idlib countryside, where the warplanes carried out at least 4 raids, 2 of which have targeted Al-Amqiyyah village, another one targeted Al-Ankawi village within Sahl Al-Ghab in the north-western countryside of Hama, and the last targeted Kawkaba village in Jabal Shashabo.

The Syrian Observatory learned that the raids which targeted Al-Amqiyyah resulted in the fall of injuries and left people stuck under the rubble whom are not known whether they are still alive or not, in the same context, the regime forces shelled today evening, places in Tal Hawash, Al-Humayrat and Hurta in Jabal Shashabo in the north-western countryside of Hama, and other places in Tahtaya village in the southern countryside of Idlib, without information about injuries, and the SOHR published hours ago, that it rose to 695, the number of people who were killed since Erdogan – Putin agreement.

They are: 349 civilians including 112 children and 78 women, they were killed in shelling by the regime forces and the militiamen loyal to them, targeting, and bombardment by warplanes, and among them there are 28 people including 6 children and 5 women, were killed in the fall of shells launched by the factions, and 139 fighters were killed in deferent circumstances within the demilitarized area since Putin – Erdogan agreement, including 52 of the “Jihadi” fighters and 23 fighters of Jaysh al-Izza, who were killed in ambushes and clashes including a commander at least, they were killed in ambushes and attack by the regime forces in the northern countryside of Hama, and 207 members of the regime forces and the militiamen loyal to them.

Areas of the Russian – Turkish truce in the 4 provinces witnessed more violations, where the regime forces targeted by about 20 rocket shells areas in Jarjanaz town in the southeastern countryside of Idlib, in conjunction with artillery shelling targeted areas in al-Ferja village in the same countryside, and in the same context, areas in al-Lataminah town and its surroundings in the northern countryside of Hama within the demilitarized area, and the vicinity of Leramoun north of Aleppo were shelled by the regime forces which caused material damage.

After killing about 14000 thousand people in 4 and a half years, the International Coalition kills 5 people in the 55th month of its participation in the military operations in Syria

The International Coalition completed its 55th consecutive month of military participation in the Syrian territory, which began on the 23rd of September 2014, where the 55th month witnessed the decline of military operations after the official announcement of victory by SDF and the International Coalition over the “Islamic State” Organization, at the east bank of Euphrates River, but the accusations against the International Coalition are still taking place of causing massacres which were covered up by mass graves, and later accusing ISIS members of being the perpetrators of these massacres, perhaps the most recent is the mass grave found in al-Raqqah city and included the bodies of 1700 prisoners, of how were executed by the “Islamic State” organization earlier in al-Raqqah city, where the International Coalition was accused that a large number of the 1700 persons were not prisoners, but, civilians killed by warplanes of the Coalition, which took these accusations and threw them on the “Islamic State” Organization saying they were prisoners.

The Syrian Observatory for Human Rights during the 55th month of operations by International Coalition documented decline of killing especially after announcing the victory over the “Islamic State” Organization east of Euphrates on the 23rd of March 2019, where the Syrian Observatory for Human Rights documented the death of 5 people, they are 2 Syrians and 4 Iraqis including a woman, raising the number of people documented by the Syrian Observatory for Human Rights since the 23rd of September 2014 until today the 23rd of April 2019 to 13660 people, they were killed by airstrikes, bombing and raids by warplanes of the International Coalition, also these airstrikes have injured hundreds of other citizens and some of whom have had serious injuries, amputations and disabilities, they have also damaged private and public property.

Among the total number of casualties there are 3822 Syrian civilian citizens, including 972 children under the age of eighteen, and 711 citizen women over the age of eighteen. They were killed in the provinces of al-Hasakah, Al-Raqqah, Aleppo, Idlib and Deir Ezzor, including 58 persons including 6 children, a citizen woman, and 19 unidentified persons were killed in targeting a call-for-Islam center in al-Jinah village in the western countryside of Aleppo, and more than 64 persons including 12 children, were killed in bombing by Coalition’s warplanes on al-Tokhar area in the northern countryside of Manbij, and 64 civilians killed in a massacre at the night of Thursday-Friday 30th/4 and 1st/5 of 2015 in the village of Bir Mahhalli near Sarrin town south of Ayn al-Arab (Kobani) city as following: 31 persons under the age of eighteen (16 male and 15 female), 19 citizen women over the age of eighteen years, 13 men over the age of eighteen, and an eighteen years old boy.

154 persons of families of the “Islamic State” organization, they are 68 children under the age of sixteen, 57 women and 29 men, all of them were killed in airstrikes by warplanes of International Coalition on a building in al-Mayadin city in the eastern countryside of Deir Ezzor, and 42 prisoners who were killed by international coalition airstrike on Abu Abdullah Al-Nuaimi, who is a former leader in Nusra Front “Qaeda Organization in the Levant”, and who was executed by the “Islamic State” organization and took his house and turned it into a prison affiliated to the security services of the organization, which has been divided into main parts, one of them is for civilians and the other part is for the prisoners of the members of the organization, and a wife of a commander in the “Islamic state” organizing was killed with 4 of her children in bombing by the International Coalition’s warplanes on Dabeq area in the northern countryside of Aleppo, and the wife of a Kazakh commander was killed by strikes on Deir Ezzor.

Also 9149 members of the “Islamic state” at least were killed, most of them are not Syrians, including tens of leaders of Syrian, Arab and foreign nationalities, most notably Abu Omar al-Shishani, Abu Osama al-Iraqi the Wali of “al-Baraka State”, Amer al-Rafdan the former Wali of “al-Khair State”, the leader Abu Sayyaf, Aby Jandal al-Kuwaiti, Abu Sufiyan al-Omrani and Abu Huthayfa al-Orduni and many other of the first and second rank leaders on the Organization.

Also 141 fighters at least from Fath al-Sham Front were killed in the bombing by the International Coalition’s warplanes on headquarters of Jabhat Al-Nusra (Hayyaat Tahrir al-Sham currently) in the western countryside of Aleppo and the northern countryside of Idlib, the most prominent is the leader in al-Qaeda Muhsin al-Fadli, Abu Hamam the military leader in Jabhat al-Nusra, Abu Omar al-Kurdi, Abu Hamza al-Faransi, Abu Qatada al-Tunusi and Abu al-Afghan al-Masri.

While 10 fighters from Jaysh al-Sunna were killed in the bombing of the International Coalition’s warplanes on their HQs in Atma  area in the countryside of Idlib, also a fighter from an Islamic Brigade was detained by the “Islamic state” killed in bombing by International Coalition’s warplanes on a headquarters for the “Islamic State” in the township of Ma’dan in the countryside of Al-Raqqah.

Also, a media man works for agency belongs to the “Islamic state” was killed in airstrikes carried out by warplanes believed to be for the International Coalition on areas in the village of Tal Battal in the northern countryside of Aleppo.

While the international coalition warplanes killed 169 members at least from the regime forces and militiamen loyal to them by targeting the Artillery battalion and other sites in the vicinity of al-Thardah Mountain in Deir Ezzor city, and al-Shayrat Airbase in the countryside of Homs and an area near al-Tanaf in the Syrian Desert, as well as areas in Rif Dimashq, Homs countryside and the vicinity of the capital Damascus.

And 157 of the jihadi groups were killed in shelling by warplanes of the International Coalition on Idlib Province and on the western countryside of Aleppo, including tens of the prominent leaders and field commanders and “international Jihadists”.

And 12 members at least of commanders and members of Jaysh Khaled Ibn al-Walid which swore allegiance to the “Islamic State” organization were killed in bombing by warplanes, but it is not known whether the warplanes belong to the International Coalition or not, where the warplanes targeted Jomla area adjacent to the administrative border with the Syrian occupied Golan, and other areas in al-Yarmouk Valley in the western countryside of Daraa.

We, in the Syrian Observatory for Human Rights, believe that the human losses in the ranks of the “Islamic State” and other Islamic factions are greater than the number we managed to document so far, because of the extreme secrecy by the targeted parties about their human losses.

We in the Syrian Observatory for Human Rights, and with the death of more than 4025 civilians including about 1815 children and women, we strongly condemn targeting civilians in anywhere and under any pretext and in any time by the international coalition and these parties, because they repeatedly went deaf in regard with the earlier persistent calls by the Observatory, the Observatory also renews the call to spare the civilians from any military action on the Syrian soil, because the sons of the Syrian people have had enough killing, where millions of them were killed, injured and displaced as the result of the shelling and bombing that targeted their areas, while the international community continues its horrifying silence towards the Syrian people’s pain and hopes of reaching the state of justice, equality, democracy and freedom, as well as punishing those who have killed and helped in the killing, and bringing them for justice in the specialized courts.
