U.S., Russia agree to extend truce to Aleppo

WASHINGTON --
The United States said on Wednesday it had agreed with Russia to
extend a cessation of hostilities agreement to include Aleppo where
intense day-long violence between Syrian rebels and government forces
killed dozens of people.
The State Department said the truce went into effect at 12:01 a.m.
Damascus time on Wednesday, but acknowledged the fighting had not
stopped.
U.S. Secretary of State John Kerry said he was not surprised that
fighting continued in some areas, adding both sides were working to
communicate with commanders in the field.
Kerry, meeting with EU foreign policy chief Federica Mogherini at the
State Department, said it was vital that both sides abide by the
agreement. He called on Russia to use its influence over President
Bashar al-Assad to stop the violence.
There was no immediate response from Moscow to the announcement of an
agreement, but the Syrian army said it would implement a "regime of
calm" in Aleppo for 48 hours as of Thursday.
The surge in bloodshed in Aleppo, Syria's largest city before the
civil war and biggest strategic prize, wrecked the first major
"cessation of hostilities" agreement of the war, sponsored by Washington
and Moscow, which had held since February.
In battles on Wednesday between rebels and government forces in
western Aleppo, opposition forces said they were forced to retreat by
heavy aerial bombing.
Russia's U.N. ambassador, Vitaly Churkin, addressing a U.N. Security
Council meeting on the situation in Aleppo, said an agreement would have
been announced on Tuesday but opposition attacks in Aleppo had prevented
it from happening.
"The deterioration in certain areas of Syria, including Aleppo, is a
serious source of concern. The government forces are fighting off a
large-scale offensive by the jihadists (in Aleppo)," he told the
council.
STRENGTHENED MONITORING
Kerry said the United States was coordinating closely with Russia to
finalize strengthened monitoring of the extension of the cessation of
hostilities to Aleppo.
He said he expected a meeting of the International Syrian Support
Group, a grouping of foreign ministers of European and Middle Eastern
government chaired by Kerry and Russian Foreign Minister Sergei Lavrov,
to meet within the next two weeks.
In Berlin, the German and French foreign ministers said achieving a
ceasefire in Aleppo was critical to renewing peace talks.
"I believe everyone knows and can conclude that there could be no
return to the political talks in Geneva if a ceasefire in and around
Aleppo is not observed," German Foreign Minister Frank-Walter Steinmeier
told reporters.
In Geneva, a senior U.N. humanitarian official said the Syrian
government was refusing U.N. demands to deliver aid to hundreds of
thousands of civilians trapped by the fighting, including many in
devastated Aleppo.
The Syrian Observatory for Human Rights said dozens had been killed
on both sides in what it described as the most intense battle in the
Aleppo region in a year. Government forces were reinforced by allies
from Lebanon's Hezbollah, it said.
A rebel fighter said about 40 government soldiers had been killed,
while rebel losses stood at 10 dead. A military source denied there had
been heavy casualties in army ranks, but said dozens of civilians and
many rebels had been killed.
Rebel sources said insurgents at one point captured a strategic
location known as Family House, but later lost it after the government
side sent in reinforcements.
A pro-government military strategist said the offensive failed to
breach key army defense and supply lines in Aleppo.
During the Security Council meeting, U.N. political chief Jeffrey
Feltman said a consolidated truce and greater humanitarian aid access
were needed to ensure the next round of Syria peace talks - set for this
month - were credible. Without progress, he said there was a "real risk
of a failed political process."
"The current levels of violence in Aleppo, in particular, negatively
impact the ability of the Syrian parties to engage in negotiations,"
Feltman said.
U.N. aid chief Stephen O'Brien told the 15-member council that life
for the people in Aleppo was horrendous and they were "living under
daily threat and terror."

The Syrian Observatory for Human Rights documented death of 3116
people, during the month of April 2016, and were casualties distributed
as following: Civilians casualties:
859, including 143 persons under the age of 18, and 118 citizen women
above the age of 18 were killed also follows: – 410 including 61
children and 56 citizen women killed in raids by Syrian and Russian
warplanes and regime’s helicopters on several areas of Syria, and –
113 including 23 children and 20 citizen women killed in shelling by the
regime forces and using rocket and artillery shells, and missiles
believed to be ground-to-ground and snipers, and
– 28 men were killed under torture in Syrian security prisons,
and – 13 men including a young man were killed by the airstrikes of
the International coalition’s warplanes, and – 162 including 37
children and 27 citizen women were killed in targeting and mortar shells
launched by the rebel and Islamic factions on the city of Aleppo and
several other areas in Rif Dimashq, Hama and Idlib countryside, and
– 40 including a citizen woman executed by the “Islamic state”,
and – 3 executed by Shuhada’a al-Yarmouk Brigade and Jabhat al-Nusra
, and
– 14 including a child and a citizen woman killed by the gunshot
of the Turkish and Jordanian border guards, and – 11 including three
children and a citizen woman died due to poor sanitary conditions and
the lack of treatment, and – 39 including 12 children and 10 citizen
women killed by targeting and shelling by the “Islamic State” on areas
in the provinces of Deir Ezzor and Aleppo and elsewhere in Syria, and
– 5 including a citizen woman killed in the land of shells and
gunfire from the Syrian Democratic Forces in the provinces of Al-Hasakah
and Aleppo, and – 21 including 9 children and a citizen woman killed
in different circumstances like unidentified gunfire, explosions,
landmines and unknown circumstances. Fighters from the rebel
and Islamic Factions and The Syrian Democratic Forces of Syrian
nationality: 524 Persons defected from the regime forces: 3
The regime forces: 490 Members from the popular
committees, NDF, and gunmen loyal to the regime of Syrian nationality:

We, in the Syrian Observatory for Human Rights, and with the continued
daily killing of the sons of the Syrian people, despite more than two
months of the alleged truce, we call Mr. Staffan de Mistura
International –the United Nations’ special envoy for Syria crisis– to
work in earnest, with the active parties in Syria, the United States of
America and Russia to really activate the truce and stop the daily blood
shedding in Syria, otherwise he should resign from his position, due to
his failure to achieve peace in Syria, because the blood and lives of
the Syrian people are not just words in a condemning statement published
in the media.

Violent and continuous clashes in west of Aleppo
and more shelling target the area

Aleppo Province:
3 persons (a man and his wife and child) were killed
in bombing by warplanes over areas in Yaqed al-Adas village
in the northwestern countryside of Aleppo, also warplanes
targeted with heavy machine guns places in Ma’arrat al-Artiq
town, and areas on the of highway Gaziantep, no information
about injuries, while several explosive rounds fell on areas
in Halab al-Jadidah, which injured a child, while violent
clashes continue between the regime forces and the
militiamen loyal to them against the rebel and Islamic
Factions in the vicinity al-Family House and al-Rashedin and
the outskirts of Jam’eyyat al-Zahra’a neighborhood and the
vicinity of the Scientific Research area at the western
outskirts of Aleppo, in conjunction with the fall of tens of
shells on regime forces’ controlled areas in the western
outskirts of city, and shelling by rocket shells artillery
by the regime forces on the clashing areas, which resulted
in the death of three fighters from factions, and confirmed
information about more casualties in the ranks of both
parties.
In a related development, it turned out that there
are 4 children and 5 citizen women among the 20 casualties
who were killed today in the shelling by the Islamic
factions over areas in the neighborhoods of A’azamiyyeh,
Azizia, al-Seryan al-Qadimah, Jamiliyyeh, Mogambo, Al-Masharqa,
Khalidiya, Masaken al-Sabil, Jam’eyyat al-Zahra’a, the
vicinity of municipal palace, the area around al-Rahman
Mosque , Al-Assad Suburb, Saadallah al-Jabri Square, the
area around the Arab Medicine hospital, Nile Street,
Teshreen Street and near the military court in the city of
Aleppo, and the death toll is expected to rise because there
are about 80 people injured, some of them are in dangerous
situations.
9 days of blood shedding in Aleppo kill 253
person including 80 children and citizen women

It rose to 253 the number of
civilian casualties whose death was documented by the Syrian
Observatory for Human Rights in the escalated bombing on the
city of Aleppo for the sixth day in-a-row, and in the
successive massacres carried out by warplanes and
helicopters, missiles and homemade explosive cylinder, and
the shelling by the regime forces on areas controlled
factions in the city, since the dawn of the 22nd of April
until the afternoon of the 30th of the same month,.
The Syrian Observatory documented
the death of 253 civilian citizens, including 49 persons
under the age of 18, and 31 citizen women over the age of
eighteen years, killed in airstrikes targeted areas
controlled by factions in the eastern neighborhoods of the
city, and in the shelling by the rebel and Islamic factions
on regime forces’ controlled areas in the western
neighborhoods of Aleppo.
Among the total documented number of
casualties there are 145 persons, including 19 children and
14 citizen women killed in the airstrikes carried out by
warplanes on areas in several neighborhoods of Aleppo, which
also resulted in the destruction of tens of homes and
buildings in the targeted neighborhoods, and injured tens of
people, including children and citizen women.
Also the Syrian Observatory for
Human Rights documented the death of 100 civilians,
including 27 under the age of eighteen and 17 citizen women
over the age of eighteen, they were killed when tens of
shells, homemade rockets and explosive cylinders on places
controlled by the regime forces in Aleppo, in addition to
injuring tens of other people including citizen women and
children and damaged propriety.
While 8 people -including 3
children- were killed in the bombing by the regime forces on
areas in neighborhoods of Aleppo, in addition to injuring
tens of other people including citizen women and children
and damaged propriety.
Violent clashes in the countryside of Aleppo, and
regime’s helicopters bomb the city and shells target regime
forces’ controlled areas

Aleppo Province:
Several shells launched yesterday after midnight by
Islamic factions and landed on regime forces’ controlled
areas in the neighborhoods of Hamdania, Jam’eyyat al-Zahra’a,
Bostan al-Kallab, Al-Masharqa, Baron Street and the area
around the Municipal Palace in Aleppo, coincided with the
fall of a number of explosive bullets on regime forces’
controlled areas in the neighborhood of al-Midan in Aleppo.
The regime warplanes bombed areas in al-Myassar
neighborhood in Aleppo after midnight yesterday, but no
information about casualties, while the helicopters dropped
barrel bombs on the areas of in al-Castelo road, Handarat
camp and Bani Zaid neighborhood north of Aleppo, accompanied
by bombing by warplanes on al-Castelo road and opening heavy
machineguns’ fire on areas in the road of Gaziantep north of
Aleppo.
The regime helicopters dropped several barrel bombs
after midnight yesterday on areas in the town of Hayan and
the village of Tal Msibin in the northern countryside of
Aleppo, no information about injuries, also clashes took
place after midnight yesterday between the “Islamic State”
against the rebel and Islamic Factions in the vicinity of
the villages of Tlalin and Jarez in the northern countryside
of Aleppo, while clashes took place after midnight yesterday
between the regime forces and militiamen loyal to them
against Islamic factions and Jabhat Al-Nusra (al-Qaeda in
Levant) in the vicinity of the al-Hader town in the southern
countryside of Aleppo.

Aleppo Province: It rose to about 20 the number of
airstrikes carried out by warplanes since morning on the
neighborhoods of Aleppo city, which targeted the
neighborhoods of Bab al-Nairab, Tariq al-Bab, Hulk, Kallaseh,
Ansari, Bostan al-Qasr, al-Ma’saraniyyeh, Karm al-Trab, al-Jazmati
and al-Harableh, which caused injuries and killed at least
two people in Bostan al-Qasr and Bab al-Nairab.
