Chinese premier, Russian PM hold talks in Moscow

Chinese Premier Wen Jiabao and Russian Prime Minister Vladimir Putin held talks here Tuesday and pledged to further cooperation to cope with the global financial crisis.
During the 13th regular meeting between Chinese and Russian prime ministers, Wen and Putin exchanged views on the current global financial crisis, agreeing that China and Russia could enhance contact and coordination to promote the steady and sound development of the world economy and finance.
The Sino-Russian strategic partnership of cooperation showed a fast development this year and the mutual political trust, pragmatic cooperation and strategic coordination have all developed at an unprecedented high level, Wen said.
Currently, the international situation is experiencing a complicated transformation, Wen said.
The turmoil in the global financial markets has had a grave impact on the world economy and even the international order, and the issues of energy and food security are growing remarkably, he noted.
In this context, to strengthen the Sino-Russian strategic partnership of cooperation is of great importance in safeguarding the two countries' common interests and preserving world peace and stability, he said.
Next year marks the 60th anniversary of the establishment of diplomatic ties between China and Russia.
China will adhere to the principles set in the China-Russia Good-neighborly Cooperation Treaty, fully utilize the regular meetings between the two prime ministers, and boost pragmatic cooperation and deepen strategic cooperation, Wen said.
Mutual trust has served as a decisive factor in promoting the development of the Russia-China strategic partnership of cooperation at a high level, Putin said.
Russia's and China's relationship shares a firm basis, complete mechanism, rich content and results, as well as a broad prospect for bilateral cooperation. Such a strategic partnership of cooperation is unique and very important, he noted.
Russia will work with China, fully utilize the various existing mechanisms, enhance coordination on major issues and push forward friendly exchanges and pragmatic cooperation in various fields, said Putin.
The prime ministers expressed satisfaction over bilateral cooperation in all fields and agreed to optimize the trade component, stimulate two-way investment and regulate trade order.
They also agreed to enhance cooperation in high-tech sectors such as aviation, space and new materials, speed up the industrialization of scientific research achievements and jointly improve the two countries' capability in science and high-tech fields.
The prime ministers agreed to fully utilize the China-Russian energy negotiation mechanism, and push forward cooperation in the fields of oil and gas, electricity and energy.
They also agreed to well prepare the Chinese and Russian languages theme year events in 2009 and 2010, and other cultural programs such as the Festival of Chinese Culture, and encourage exchanges between the youth of the two countries and promote humanitarian cooperation.
The government heads suggested coordinating regional development strategies, speeding up the construction of cross-border infrastructure, promoting cross-border trade and helping the development of neighboring regions.
Wen and Putin pledged to strengthen coordination and cooperation in international and regional affairs, jointly strive for the development of the Shanghai Cooperation Organization and contribute more to regional and world peace and stability.
The regular meeting mechanism consists of three branches that cover the prime ministers' meeting, cultural cooperation and energy resources negotiations.

Third Sino-Russian economic forum opens in Moscow
The Third Sino-Russian economic forum opened here Tuesday, and Chinese Premier Wen Jiabao and Russian Prime Minister Vladimir Putin addressed the opening ceremony.
Wen, who arrived here Monday evening on a three-day official visit to Russia, spoke highly of the rapid growth of Sino-Russian economic cooperation in recent years.
Wen also tabled proposals for the further development of bilateral cooperation in energy, resources, trade, technology, finance, investment, regional and international economic affairs.
The Chinese premier urged the international community to enhance cooperation with confidence amid the global financial crisis, preserve the stability of the international financial system and promote economic growth.
It's necessary for China and Russia to join hands and strengthen bilateral ties as well as economic and trade cooperation under the context of changing international situation and fast growing economies of the two countries, said Wen.
Putin said that the Russia-China economic cooperation is based on common interests and has reached an unprecedented high level, which will also benefit the two peoples.
He suggested the two countries to further cooperation in the fields of trade, investment, machinery and electric products, energy, science and innovation, agriculture and infrastructural construction.
Putin told an audience of over 400 government officials and businessmen from both sides that Russia and China could enhance cooperation in the international financial system in a bid to cope with the current crisis.
The First forum was held in Beijing in 2006 as part of the activities of the Year of Russia in China.
