Israeli Incitement Threatens Over-reaction to Make Palestinians "Fit for Human Race"

30/08/2003

Palestine Media Center – PMC

In addition to the Israeli “official” incitement against the Palestinian people and President Yasser Arafat in particular, Israeli grassroots incitement continues unabated, to sow hatred, promote Nazi-like thinking, and create an environment conducive to more anti-Palestinian terror and violence.

A recent Israeli release titled “Memo From Israel to Palestine” announced that peace “is not a program that we wish to continue,” adding, “We will begin our program of over-reaction without delay” following “ the completion of our strategic exercises in what you quaintly term ‘the occupied territories’.”

It was originally published on www.americandigest.org on August 22, 2003 and republished by Israel’s Arutz Sheva on August 28, 2003.

The “memo” threatened Palestinian people in territories occupied by Israel in 1967 with forced transfer.

“We would advise them (the Palestinians) to seek an exit visa and to remove themselves as far from 'the occupied territories’ as is feasible, and as quickly as possible. When we over-react to the east we will not be checking ID cards.”

Moreover the irresponsible issuers of this racist memo states that the Palestinian people do not belong to “human race.”

“Because we are a reasonable people we have decided to issue this memorandum in order to give you one chance to reform yourselves and become fit to be included in the human race.”

“Doesn’t this sound like Nazi thinking?!” A Palestinian official wondered.

“This so-called memo isn’t worth its ink. It is only important because it unmasks Israeli official complacency with the extremists’ theorizing of transfer and Jewish terrorism, without taking any measure to stop it,” the PNA official monitor of incitement Nidal el-Fuqaha told PMC.

“We hold the Israeli government responsible for this incitement because it doesn’t commit to the signed Oslo accords or to the roadmap peace plan; this non-commitment encourages various extremist groups to continue inciting against the Palestinian people,” el-Fuqaha said.

He cited Article XX11 of Oslo II, which stipulates: “Israel shall abstain from incitement, including hostile propaganda against Palestinians.”

The US-sponsored “roadmap,” which was drafted and adopted by the Quartet of the US, the UN, the EU and Russia, also stipulates that: “All official Israeli institutions shall end incitement against Palestinians,” el-Fuqaha noted.

Notwithstanding that Israel hasn’t honored its signed agreements with the Palestine Liberation Organization (PLO), which were passed by the Israeli Knesset, including the pre-May 1999 interim accords that stipulate a still unimplemented third deployment by the Israeli Occupation Forces (IOF), and that the Jewish state’s incumbent prime minister Ariel Sharon has declared the Oslo accords “dead,” the “memo” announced:

“The outcome of these 'negotiations' in the recent past seems to us to be one of we give and you take and then you kill us. We have decided that this is not a program that we wish to continue.”

“It is noteworthy that the writers are either ignorant and completely disengaged from realities on the ground or chose to look like ones,” el-Fuqaha said.

The IOF have reoccupied most of the West Bank, he added.

And its now public knowledge to all Israelis what Sharon told his Likud constituency -- immediately after Sharon’s Aqaba summit meeting with US President George W. Bush and the Palestine National Authority (PNA) premier Mahmud Abbas on June 4 -- that he gave “nothing” to Palestinians.

“What did they (the Israelis) give us? They took our homeland, lives of tens of thousand of our brethren, our history, and gave us only flurries and barrages of US-made missiles and bullets, and were they capable they would have denied us the tents the United Nations provided to house millions of our refugees in their diaspora,” he said.

“They negated our very existence since 1948, and their 36-year old occupation since 1967 is still threatening our very existence.”

Responding to the memo’s warning that “we, the People of Israel, hereby notify you that we are prepared to and shall, without any further notice, over-react towards all Palestinian people and interests within our sphere of influence,” el-Fuqaha said sarcastically:

“Isn’t this the official policy of Sharon’s government on the ground since September 2000!?”

“Where does the Israeli governmental incitement against the Palestinian people end to pave the way for the Israeli grassroots incitement to begin,” he asked, adding that “the dividing line between the two incitement lines is still premeditatedly blurred.”

“Israeli grassroots incitement continues unabated, to sow hatred, promote Nazi-like thinking, and create an environment conducive to more anti-Palestinian terror and violence, regretfully with official Israeli complacency. Or shall we expect a measure against the writers as well as the media outlets which promote such incitement by the Israeli government!” El-Fuqaha concluded.
